What if I can’t pay my water bill in full?

Payment arrangements can be made when an account has not yet been shut off. Be sure to contact one of our friendly, qualified customer service representatives to make payment arrangements. Any remaining balance will be assessed as a 10% late charge.  

I just received my first bill - what do these fees mean?

There are two fees that may appear on your bill, including:

  • account origination fee - this is a one-time charge to cover the expenses of creating your account.  


  • infrastructure investment charge - this is a quarterly charge used to help fund ECWA’s annual system-wide infrastructure investment program, which averages $17 million a year. 

What are the payment options?

  • By Phone You can pay your water bill with a credit/debit card* by calling our toll-free number: 1-855-748-1076, which is available 24 hours a day, seven days a week *Please note a service fee will be charged by Paymentus for payments made with credit/debit cards.  


  • Online • ECWA Online – sign up for ECWA Online to pay your bill electronically or set up automatic payments with a credit/debit card or checking account. • One-time Payment* – to make a one-time payment, you will need your nine-digit ECWA account number, which is located at the top of your water bill, and your checking or credit/debit card account information. *Please note a service fee will be charged by Paymentus for payments made with credit/debit cards. There is NO service fee for payments made through a checking account.  


  • By Mail Simply return your payment in the envelope included with your water bill. Or, mail your payment (remember to write your account number on your check) to Erie County Water Authority 295 Main Street Room 350 Buffalo, NY 14240-5148 In-Person You can make a payment in person via cash, check, money order, or credit/debit card at convenient locations.
