City of Turlock Utility Bills are due by the last day of each month. If not received in our office by the payment due date, bills are delinquent and subject to a delinquent penalty of $25.00. If bills remain unpaid, service is subject to disconnect. To reinstate service, payment of the full amount of the past due charges plus a $25.00 turn on fee is required.
