Bring the following items to the Customer Service counter at City Hall:
Copy of your rental agreement or proof of ownership of the residence and the service address.
Your mailing address.
Picture ID of all adults living at the residence.
Social security number.
Contact phone number.
Security deposit ($125 for Electric service only, or Water service only, $250 if you are signing up for all utility services) or a letter of credit from a previous utility covering a minimum of 12 months of service.
Request of service with signature.
Service can be connected the same day if you apply before 12 noon.

Yes. You may fill out the Budget Billing application on this website and deliver it to Customer Services at City Hall. The City will contact you regarding the budget billing amount, or you may phone ahead of your request and we will inform you of the budget bill amount.
Please note that each June is the settle up month, where the City bills for the actual amount due after a year of budget billing. You may owe the City more than your regularly budgeted amount or you may be owed a refund depending on what charges you actually accrued while on the Budget Billing Program.
If you can't pay your bill by the due date, please call the City right away. You can reach Customer Services at 360-457-0411. The City has a list of resources that may be able to assist you with your payment. A payment plan may be set up to bring your account current and keep your services from being disconnected.
