• Pay online: There is no charge to pay your utility bill online through Y.O.U. You can pay with credit or debit card (Visa, MasterCard, Discover) and e-checks using Y.O.U. 
• AutoPay: This is the easiest way to pay your utility bill and it's free. For this first, you have to sign up for an autopay sign-up form. Once you have signed up for AutoPay, your payment will be automatically deducted from your bank account on the due date. And Continue to pay your bills until you receive a bill that says "AutoPay On," that's how you'll know AutoPay is working for you. You'll receive notice three days before your invoice due date, using the invoice notification method you selected. 
• Pay by Text: First, you have to sign up to receive text notifications about your utility bill and have the option to pay by text message with your stored payment information. This is an easy and convenient way to pay bills. When your bill is ready then you receive a text notification. You can view statements on your mobile device. And pay your bill with a text reply using your default payment method. Just simple online registration.   

Yes, you can. For this, there is no extra fee to pay an online bill. And maximum billing payment with debit and credit card is $1,100. But there is no maximum for e-check payments.
