What are the ways to pay the utility bills?

Pay Online
The City now offers the convePay Online
The City now offers the convenience of viewing your utility account through an online portal. Customers can view account balances, billing history, water consumption, and make online payments using Visa, MasterCard, or Discover. Please note that convenience fees are applied to all credit and debit card transactions. You can access the online payment portal by clicking on the PAY NOW button
 

Automatic Withdrawal
Your utility payment is automatically withdrawn from your bank account on the due date of your bill. This is a safe and convenient way to pay your bill with no additional fees.
Online Banking
Payments made through your bank or online bill pay service will need to include your current utility account number on your remittance. This payment option is not an immediate electronic process as most banks issue physical checks that will be mailed to the City for processing.
Pay by Mail
Mail check, money order, or cashier’s check, including the remittance portion of your bill, to:

Pay by Phone
Customers now have the option of accessing their accounts and making payments by calling 855-573-6009. You must have your account number available to access the pay by phone features. Please note there is a $0.75 charge applied to phone transactions in addition to any credit/debit card fees.
Pay in Person
Payments can be made at City Hall, 164 E. Lincoln Highway, Monday through Friday during normal business hours of 8 a.m. to 5 p.m. Payments can also be made using the drop box located behind City Hall. Payments placed in dropbox after 8 a.m. will be processed on the next business day. Do not place cash payments in the dropbox.
 


What is the Utility Assistance Program?

The City offers financial assistance for water and garbage service to those who qualify. The qualification is income-based and individuals must be at least 62 years of age or disabled. Please contact the Finance Department at 815-748-2000 for more information. The program application is available here and in the lobby of City Hall.
Eligible participates may also qualify for a Municipal Utility Tax Rebate for electric and gas. That program application is available here and in the lobby of City Hall. 

Where do I report a problem with a street light?

Most street lights are owned and maintained by ComEd; however, many are City-owned street lights. Call at 815-748-2040 to report. Please have the closest address to the light when reporting.
