If you did not receive your tax bill and the due date passed then it will not exempt you from penalty. As it's tax payer's duty to contact the Treasurer's Office if you don't receive a tax bill. For late payments, you will also have to pay a penalty of 1 ½% per month for the first installment. If you also don't pay the second installment by the due date then you will again charged the same penalty which keeps on accrued every month.

Now you should inform the Treasurer's office so they can update the new owner's information. Remember billing can not be changed until both the deed holder and the contract buyer sign the application.
