I have sold my property this year. Why am I receiving this tax bill?

The tax bills are mailed out to those owners who were in the record on January 1. If you have sold your property after January 1, then please contact the Treasurer's office and request them to change the ownership and mailing address in their record. So they can send the next tax bill to the new owner. You can send this bill to the new owner so he can pay before the last date.

I have not received my tax bill yet. What should I do?

If you don't receive your tax bill and the due date passed then it doesn't mean that you will be relieved from paying the penalty. Because it's the responsibility of the taxpayer to inform the Treasurer's office and confirm that his mailing address is correct. And ask them to send a copy of the tax bill. 

Is there a way to get my penalties forgiven?

No, there is no way to forgive it as penalty and interest are charged by state law. So, it's not possible. There is only one way to avoid the penalty that is to pay your tax by the due date.
