First, the Assessor will assess your property and will finalize your tax as per the law. Then your prepayments will be applied to taxes you have to pay. If any amount you overpaid, it will be returned to you in the form of a check. Usually, refund taxes are sent to the property owners at the beginning of February.

The assessor assesses all the properties within the county for tax. He determines the market value of each property and finalizes the tax amount. The assessor doesn't decide the tax percentage as it's done by the Government.
